Street &1 does not match city name &2 in country &3

What causes this issue?

There are several cities for the city name &V2& in the country &V3&.
However none of these cities has a street with the name &V1&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
