What causes this issue?

You can control the integration between <LS>Personnel Administration</>
(PA-PA) and <LS> Organizational Management</> (BC-BMT-OM) for various
organizational assignments using the <ZH>PLOGI</> feature. For the
current selected organizational assignment the integration between
PA-PA and BC-BMT-OM is active.
