What causes this issue?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you have entered a withholding tax base amount (field WI_TAX_BASE)
or a withholding tax amount (field WI_TAX_AMT), then you must also
enter a withholding tax code (field WI_TAX_CODE).
