What causes this issue?

You have entered a <GL:measuring_point>measuring point</> that is not
defined as a <GL:counter>counter</>.

How to fix this error?

Check your entry. If you have entered the correct measuring point, mark
it in another session as a counter, or assign a measuring point to the
<GL:preventive_maintenance_plan>maintenance plan</> that has already
been defined as a counter.
