Unit & and counter unit & have different dimensions

What causes this issue?

Unit &V2& of the <GL:counter>counter</> that has been entered has a
different <GL:dimension>dimension</> to unit &V1& of the
<GL:maintenance_cycle>maintenance cycle</>.
