What causes this issue?

You have tried to activate the application for
<DS:GLOS.803C9CE1CEDA6746B3D23AA1DB99083C> Total Commitment</> but the
system will not let you do this.

System Response

You can activate an application only when you have marked the
application as relevant.

How to fix this error?

You can set Total Commitment in Customizing for the <LS>SAP Business
Partner for Financial Services</> by choosing <LS>Settings for Financial
Services-> Tools-> Total Commitment-> Set Total Commitment</>.
If necessary, change the <DS:DE.BP_TC_DTE_APPL_RELEVANT> relevance</> of
the application in this IMG activity under <LS>Make Settings for the
Application</>.
