What causes this issue?

the archive.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you need to perform this function, please contact your system
administrator to include the required authorization in your user
profile.
The authorization object is <DS:UO.F_TXW_RA>F_TXW_RA</> (Data retention
tool: Retrieve data from archive).
