DFPS: Location product &1 / &2 was ignored

What causes this issue?

When transferring <DS:GLOS.8B21C205AFF998439C610EAB18943742>force
elements</> for DFPS, a material/force element combination (&V1&/&V2&)
was not transferred to SAP APO as a location product.
Type of force element: &V3&

The location product was not created in SAP APO.
