What causes this issue?

The user must have authorization to be able to change layout objects
in the various transactions.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

The user must be assigned an athorization profile that contains the
authorization object W_RF_WLAY.
