Budget is not relevant according to PPW Customizing

What causes this issue?

According to the Customizing settings for the Price Planning Workbench,
the budget is not relevant. This program corrects promotion budgets in
the Price Planning Workbench. As the Customizing settings for the
Workbench state that no budgets are to be used, it does not make sense
to run this report.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
