User-defined tab page for work item display does not exist

What causes this issue?

During the step definition for this work item, entries were made on the
tab page <ZH>Work item display</> specifying that a user-defined tab
page is to be used in the work item display. This tab page was
specified as follows:
Program name: &V1&
Screen number: &V2&
The system has established that no tab page exists under this name.

System Response

The system cannot display the user-defined tab page.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
