Work queue & could not be split

What causes this issue?

The work queue &V1& was to be divided into two work queues.
This action could not be carried out. Possible causes are:
The old work queue already has the status "released".
The work queue data is inconsistent.

System Response

The original work queue is not changed.

How to fix this error?

Check the state of the existing work queue.
