Cannot change processing state "&1"

What causes this issue?

Valid changes for the processing state are as follows:
If the state is <ZK>New, </> it can be set to <ZK>Processed </>,
<ZK>Erroneous </>or <ZK>Rejected</>
If the state is <ZK>Processed ,</> it cannot be changed
If the state is <ZK>Erroneous </>, it can be set to <ZK>Processed </>
or <ZK>Rejected</>
If the state is <ZK>Rejected</>, it cannot be changed

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
