What causes this issue?

The accruals for the contract have already been reversed. Further
settlements are not allowed because of this, therefore the contract
cannot be released.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

To release the contract, the accruals reversal settlement needs to be
reversed.
