Assortment lists IDoc &1 has not been created

What causes this issue?

The field SEG_REPEAT in segment E1WBB01 (&v2&) is not set. The IDoc
&v1& was not created by one of the new assortment list transactions.

System Response

This function cannot create an assortment list version for this IDoc.
Processing has been cancelled.

How to fix this error?

Create the IDoc using transaction WDBI_HPR, WDBM_HPR or WDBU_HPR.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
