Profile is active without steps

What causes this issue?

The profile does not have any execution steps, but is nonetheless marked
as active, and does not point to a reference profile.
It therefore has no effect at runtime, and this is presumably not the
intention of the configuring user.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
