Acc.to the partial dlv.agreement, no subsequent delivery can take place

What causes this issue?

A delivery item with a delivery quantity lower than the default quantity
was created for a preceding item. The partial delivery agreements made
in the preceding document state that no further partial deliveries may
be carried out.
