What causes this issue?

The number of objects processed in a block during archiving is too
small. Quantity selection in the data base is most successful when a
lot of objects are read at once.

Collect empirical values and increase the parameters according to the
average archiving run-time (the longer the run last, the higher the
parameter should be).
