What causes this issue?

The objects you want to change can only be processed in a change
request. Entity &V2& of entity type &V1& is in change request &V3&.
However, you are not the current processor of change request &V3&, and
therefore cannot process this entity.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
