What causes this issue?

The reference id input does not look like a broken chip reference id
message or
a chip instance id or is an id from a different client or system.
Check that it looks like a reference below.
If it does, check that one is running the report in the same system and
client one investigating in the Fiori Launchpad designer.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
