Cannot repeat release for at least &1 minute(s)

What causes this issue?

A request cannot be released again until at least &V2& minutes have
expired.
Since some export steps run asynchronously, a lock period is set for
repeat release of requests. This lock ensures that exports do not run
in parallel.

System Response

The function terminates.

How to fix this error?

Repeat the release after the lock has expired, in &V1& minutes at the
earliest.
