User &3 has no authorization for tp command &1

What causes this issue?

To execute the tp command &V1& you need the administration
authorization <LS>S_CTS_ADMIN</> in the Change and Transport System. It
can be found in the authorization profile <LS>S_A.SYSTEM</>.

System Response

The function terminates.
