&1, &2, &3 not imported, object list not sorted

What causes this issue?

The object &V1& &V2& &V3& was not found in the object list. This is
because the export was not started by the SAP System. Instead, it was
started directly by the transport control program tp, without the
object list being sorted beforehand.

System Response

The import was incorrect.

How to fix this error?

Repeat the export, either by releasing from within the SAP System, or
by sorting the objects in the request before you start the transport
control program.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
