Incomplete SAP ERP 6.0 EHP4 SR1 upgrade; read SAP Note 1370344

What causes this issue?

The OCS tools (Support Package Manager / Add-On Installation Tool) have
detected an incomplete upgrade to SAP ERP 6.0 including enhancement
package 4 (Support Release 1). The update of ERP components is blocked
until this inconsistency is fixed. You will find further information and
