Component &1 is locked against OCS package imports

What causes this issue?

System admin (user &V2&) has locked component &V1& against OCS Package
imports.

System Response

OCS Package &V3& will not be added to the queue. This might prevent the
calculated queue from having the required dimensions or from being
consistent.

How to fix this error?

Contact system admin (user &V2&).
