What causes this issue?

There are four possible reasons for getting this error message:
The system can't find the file.
The system can't find the directory.
There is a lack of settings in the <AB>/tmf/d_tom_job_s</> table.
The system doesn't respond or the system wasn't found.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
