No administration authorization in Change and Transport System

What causes this issue?

User &V1& does not have sufficient administration authorization in the
Change and Transport System. For this action you require at least the
authorization for value &V2& of the authorization object S_CTS_ADMI
(field CTS_ADMFCT.
This is included as standard in the authorization S_CTS_ADMIN.

System Response

The function terminates.

How to fix this error?

Obtain the necessary authorizations, or contact colleagues with
sufficient authorization.
