No authorization to create a Custom Code Migration project

What causes this issue?

Missing authorization to create a project in the Custom Code Migration
app.

How to fix this error?

In an on-premise system, assign the authorization object S_YCM_APS with
creation permission to the user's role (standard role delivered from SAP
is SAP_BC_YCM_APS).
In a cloud system, generate the role Project Manager - IT with write
permission and assign this role to the user.
