What causes this issue?

You have attempted to switch to a language environment for the language
specified in the error message. Either this language is invalid or it
is not configured in your system.

Check if the language specified was actually required by the task. If
not, an error has occurred here.

Procedure for System Administrators

During processing of a document, the language environment of the
required language had to be changed. The languages allowed are normally
set using profile parameter 'zcsa/installed_languages'. However, the
required language was not included.
