What causes this issue?

Several actions can occur from one action template.

System Response

1st possibility:
Several processings can be defined for an action template in
determination technology. An action is scheduled for every processing.
2nd possibility:
A partner function (for example, vendor) is entered for a partner
dependent action template. Two partners are involved in the delivery
(for example, two vendors). The relevant actions are scheduled for
both.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
