Distribution list still exists in the trash

What causes this issue?

You tried to create a distribution list. However, the name specified
has already been assigned to another distribution list which is still
located in the trash. A name can only be assigned once within a set of
folders.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

You have two options:
Assign a new name to the distribution list
Switch to the trash and delete the distribution list
