The system does not generate the proxy.

How to fix this error?

You must first (re)generate the proxy.
If this is not possible in transaction <DS><DS:TRAN.SIW>SIW</></>, go to
transaction <DS><DS:TRAN.SPROXY>SPROXY</></> and try to generate the
proxy here. This transaction will provide more detailed error
information.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
