Transport of cross-client objects not allowed

What causes this issue?

The settings of the client do not allow changes and transports of
client-independent objects.

Procedure for System Administrators

To transport the settings of the Switch Framework, the client has to
have the setting 'Changes to repository and client-independent
customizing allowed'. Changes can be made in transaction SCC4.
