Transportation zone &2 still exists for location &1

What causes this issue?

A transportation zone still exists for the location specified. The
location cannot be deleted.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Delete the transportation zone first.
