What causes this issue?

The server has rejected the connection.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Ensure that the server is reachable at the specified port number. A
possible cause for this is that the specified server was stopped
temporarily. In this case, try the connection again at a later point or
contact the server administrator.
