What causes this issue?

You have tried to display scales of a condition record that do not yet
exist; that is, you have selected a blank row for input.

System Response

The scales cannot be displayed in the scale area.

How to fix this error?

Select a row that displays a condition record. If the row you selected
was the correct condition record, inform your system administrator.

Procedure for System Administrators

Customer
Inform your responsible support organization.
Developer
It is possible that the method for the interaction layer was called
with the incorrect VARNUMH. Otherwise inform your responsible support
organization.
