Table &1 includes entries with initial key fields.

What causes this issue?

Table <(>&<)>v1& contains entries with initial key fields. The
<(>&<)>v1& is a Customizing or system table, in which specific objects
for the condition technique are registered. However, objects may not
have an empty string for the name. This is the case though for some
objects in this table.
