Link to SAPGUI front end not possible

What causes this issue?

An error occurred within the Control Framework. The link from the
application server to the presentation server (SAPGUI frontend) could
not be created.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?
