No orders can be delivered

What causes this issue?

None of the orders selected for optimization can be delivered. The
<DS:NA./SAPAPO/OPT_VSR_MSG410>order delivery not possible message</>
(giving the exact reasons for not delivering) has been issued for all
the orders. The only possible solution is to not deliver any of the
orders.

System Response

The data analysis has shown that no further optimization is necessary
since no orders can be delivered.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
