What causes this issue?

The category of a key figure to be created is unknown. Only fixable (F)
or simple (S) key figure categories are allowed.
This problem is due to an error in the application.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Create an OSS message as detailed in SAP Note 162780.
