Different setup keys for activities with locked activity chain

What causes this issue?

The system cannot create or change an order for one of the following
reasons:
An activity relationship with
<DS:GLOS.34FC8091B6F6D311A4910060B03C3B0E>locked activity chains</> is
defined for two activities in the PPM. However, different setup keys
are assigned to the activities.
The associated PPM is faulty and contains an operation that only
consists of a setup activity and has <zh>no</> processing activity.

System Response

The system cannot create or change the order.

How to fix this error?

Assign the same setup key to the activities in the PPM or remove the
<ls>Continual Usage of Resources</> indicator for the activity
relationship.
Ensure that the PPM only contains operations with processing
activities.
