Propagation range could not be created in SAP liveCache

What causes this issue?

A resource in the propagation range is contained in the APO database,
but not in the liveCache.

System Response

The program is not called.

How to fix this error?

Ask your system administrator if the liveCache is currently being
initialized and the master data is still to be loaded. If necessary,
wait for the process to end before restarting the program.
