Cannot determine start time for reading of statistics records

What causes this issue?

The component collector processes statistics data of a component
hourly. To do this, the collecltor must determine which data is to be
read from the component (data as of which creation time).
The system failed to determine this time. This is probably because the
system was not able to read the relevant information from the database.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
