Transaction & cannot be started in the Easy Access Menu; see long text

What causes this issue?

The transaction that is to be started cannt be started in the SAP GUI
for HTML as significant parts of the transaction cannot be run in the
SAP GUI for HTML.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
