Confirmed quantity is smaller than underdelivery tolerance

What causes this issue?

You create a final confirmation. The confirmed yield is less than the
underdelivery tolerance defined in the order header.

In Customizing for confirmations you can define
whether the underdelivery tolerance for confirmations is checked at all
whether a warning or error message should be displayed if the check
shows that the tolerance has not been reached.
