What causes this issue?

There are two identical rules defined in the report.

System Response

The system does not allow duplicate rules defined in the same report.
It will not save the definition until the problem is fixed.

How to fix this error?

Remove one of the rules or change the rule fields to make sure each
rule is unique.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
