What causes this issue?

Consistency check for BEx Web Templates.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

The Test analyzes BEx Web Templates in a similar manner than the Web
Application Designer does in the online case (Server Validation
Functionality).
It can be executed in batch on several Templates to perform integrity
checks of a system, after alteration on a Query or Planning function
(e.g. removing/renaming a Characteristic or Variable).
It detects some inconsistencies not coverd by Standard Cross-Reference.
The test execution requires a properly configured BEx-Runtime on the
Java Stack of NetWeaver.
The Test may be very time-consuming as it in involves cross-system
communication and extensive data provider instantiation and usage. It
is recommended to run it with a limited selection in online scenarios.
