Recipient determination: Characteristic &1 is not in control query &2

What causes this issue?

In bursting, the characteristic values for recipient determination
should be restricted using a control query. However, the characteristic
used to determine the recipient does not occur in the rows or cells of
the control query.

System Response

The broadcast setting is inconsistent and can neither be saved nor
executed.

How to fix this error?

Use a control query that contains the characteristic.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
