Unable to export to work center &1

What causes this issue?

You want to export a document to the work center &v1&. However, this is
not possible. Possible reasons for this are:
The work center does not exist.
The work center does not contain any areas for reports ("Report Access
Building Block").
You do not have authorization to export documents to the work center.

System Response

The broadcast setting is inconsistent and can neither be saved nor
executed.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
