Initial value for time is not allowed in NCUM provider

What causes this issue?

The value of the time reference characteristic is initial. This is not
allowed for providers that contain non-cumulative key-figures.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If a load to a provider fails, correct your input data and reload the
request again.
